Inmarsat was chartered as an intergovernmental institution (IGO) in 1979 to exploit the emerging satellite technology for mobile communications to improve maritime communications, especially to enhance security of existence at sea. In view with the possible future advantages of delivering positioning applications along with communications services for cellular users, the organization's official purposes included the authority to produce radio determination companies.
Inmarsat communications solutions commenced in February 1982. At first Inmarsat fulfilled its mandate utilizing space resources leased from third parties. Since 1990, Inmarsat has used satellites specified, procured, owned, and operated internally. Its initial and second generation satellite systems offered maritime and later aeronautical and land cellular solutions but didn't contain radio location-determination capabilities.
Throughout the evolution of the SBAS concept, Inmarsat played an active part in satellite navigation.
